The Census Bureau can combine such information with citizenship data it receives from a population tally called the American Community Survey (ACS), which is based on a smaller sample than the once-a-decade census.
If states use citizenship data provided by the federal government to redistrict, it would likely shift power toward Republicans, as Reuters reported in April reut.rs/2G9v8to. But it would also trigger a new wave of litigation, some advocates and redistricting specialists said.
Potential plaintiffs could claim that citizen-only redistricting violates the 14th Amendment’s Equal Protection Clause and other laws barring discrimination against minority groups.
The American Civil Liberties Union (ACLU) will “monitor and watch what the federal government is doing and be very vigilant for any redistricting issues that might arise,” Sarah Brannon, managing attorney for the ACLU Voting Rights Project, said on a call with journalists on Thursday
“We will sue as necessary,” she said.

4The fundamental myth here is that government a) can run out of money, and b) tax revenue funds or provisions government programs.
But a) is only true if the scorekeeper at the ball game can run out of points, or the bureau of weights and measures can run out of inches. It’s absurd on its face.
As for b)… Where would people get the dollars with which they pay taxes if government (the monopoly provider of dollars) didn’t spend them out into the economy first?
It’s not “tax and spend”… it can’t be. It has to be “Spend first, then ask for some back in taxes.” Taxes make the money valuable–a dollar provides relief from an inevitable liability…taxes–taxes do not and cannot provision government.
So…what do we call the dollar financial assets left out in the economy, untaxed? Answer #1: The savings of the citizens. Answer #2: National ‘Debt’ (exactly like bank debt… your account is your asset, but the bank’s liability).

The law says that the Census count is based upon the enumeration of all PERSONS, not citizens.
So as much as he tries to muddy the waters, I’m hoping it’s just another show he’s putting on for the Trombies.
I’m more concerned with the trend of the population shifting southward from New England and the Rust Belt into the southern states. That could cause problems in the House.
And of course the freakin’ gerrymandering, now endorsed by the SCOTUS.
