I am honored and privileged to know Miss Juanita Jean Herownself, hairdresser extraordinary and political maven. Since she does not have time to fiddle with this internet stuff, I type her website for her and you can read it if you want to. If you don't, she truly does not give a big bear's butt.
A lot of what I post here has to do with local politics, but you probably have the same folks in your local government.

1We are so far from achieving the goals of the 14th Amendment. Until black mothers and fathers can stop having the “conversation” with their children, we have work to do. It hurts, when cell phones are necessary to demonstrate what we already know to be true. Statistics? We don’t need statistics to display these “self-evident truths.”

If ever there was a litmus test for law enforcement, particular judges, it would be a comprehensive exam testing for understanding of The Declaration of Independence.
2When I put our BLACK LIVES MATTER out in our front yard, the neighbors gathered in the street and complained, said they were afraid the KKK would burn their houses in the night. I took it in for awhile and later put it back. No repercussions.

4Another Black guy was murdered by cops in Minnesota today. His girlfriend taped his murder. He told the cops he was reaching for his id and he had a license to carry and they shot him anyway.

As part of Texas Concealed Carry training (presume MN is the same): You are taught that when challenged by a law enforcement officer for any reason, like presenting an ID, you will advise the LEO you have CCW, are or are not armed, and will display your CCW license first.
Not your driver’s license first.
I have been stopped before for traffic, advised LEO, they asked where the weapon was, then retrieved it themselves first (from console compartment), then ID presented. Then they took it back the their vehicle and ran checks I presume. Returned shortly, unloaded, heheh.
This responsible, law-abiding black man was apparently murdered in cold blood…it ain’t right.

Castile moaned and appeared to lose consciousness as the officer could be heard in the background shouting expletives in apparent frustration.

8I am grateful for the opportunity to say I do indeed admire and have affection for people of color. I am bewildered by LAW ABIDING CITIZENS gunned down while carrying out the police’s orders. The FEAR that these officers have should disqualify them from public service while armed.
Nothing justifies killing someone for a tail light that is out of order. And I have yet to hear of this happening to a person that wasn’t of color.
9Partly as an experiment, but mainly because I’m a lazy-ass SOB, I’ve been driving around with one burnt-out tail light for about a month now. Have driven approximately 1500 miles, including 850 or so along I-90 from MI to MA, and the rest around town here at home, in Eastern MA. Haven’t been stopped once. Nor have I been shot, to the best of my knowledge.

I’ve been following the murder in MN in Falcon Heights. It’s a small, quiet, inner ring suburb. The guy was just driving along. He TOLD the cop he had a gun and a license to carry. WTH!!! There was no reason, NO REASON to murder him. I’m so angry about this.
Gov. Dayton is a marvelous Democratic governor with a heart for those who are hurting. He’s the very best governor I’ve Ever Had in my 63 years. Dayton is about 70 and when his 2nd term ends in 2 years, he’s not going to run again. MN’s Senate is Democratic but we’re stuck with a snacilbupeR House. Hopefully after this November we’ll have an all Democratic state house again.

Local news tonight is almost entirely about the Castile murder by a cop in Minnesota.
In a presser Gov. Dayton said he didn’t think the killing would have happened if the driver or girlfriend had been white. He said, “There is a problem with ‘racism’ in MN.” He named what happened – Racism. Wow. Gov. Dayton has asked the FBI to investigate. To Gov. Dayton, Black Lives Matter Very Much.
TV news is showing a great deal of outrage on the part of black and white people. This bleeding heart liberal state is fed up! Dear god I hope the shit hits the fan. I’m going to help the shit hitting in whatever way I can.

In a police shooting, the local PD should be barred from a) collecting evidence, b) interrogating witnesses, c) conducting any part of the subsequent investigation: all images, including from security cameras, should be collected by an independent agency. Autopsy should be done by a skilled, experienced medical examiner who is not associated with that police department. An independent agency (ideally outside the state) should conduct the subsequent investigation, with ZERO tolerance for police misconduct.
2. Police shootings should be investigated on exactly the same terms as any other shooting. None of this “Well, I felt threatened” when it’s clear there was no threat because, for instance, the victim was already being restrained. The law should be the same for police as it is for non-police.
3. State laws should be changed so that police do not have an easier time showing self-defense, defense of another than anyone else, so that police cannot legally lie to non-police citizens (or make it so citizens can lie to police w/o an added charge. Right now state laws protecting police limit legal prosecution for murder, assault, etc. That needs to change.
4. State laws should *require* police (not just local departmental policy) to treat relatives and friends of someone who dies as a result of police action with courtesy and compassion–not as criminals. To notify the family promptly, to allow the family to view the body, to

Should undergo a search, including into their personal computer gear.

Police training should seek to expose, and exclude, those officers that are mentally unstable (for instance, shooting a 12 yo kid with a toy gun within 2 seconds of exiting police car), unable to maintain courteous, professional behavior under stress (too many to mention), racist, have control/power issues, etc. Should prepare ALL officers to understand human psychology (that if you terrify someone, they won’t act rationally) and physiology (if you use a “chokehold” that is a potentially lethal technique that shuts off blood to the brain as well as air to the lungs and produces similar feelings in the victim. If you cause overwhelming pain, someone cannot “relax” or hold still. That taser use can create involuntary movement that is not “resisting arrest.”) Just for starters.
We need a complete revamp of the justice system so that it works for all citizens–all races, all religions, all ages, all genders, all mental states–all the damn time.

Put any cop who kills someone on UNPAID LEAVE. Then, after the investigation is over, if he is [truly – not the way it usually happens] exonerated, give him his back pay.

Some interesting thoughts.

Typically in Texas the DA or SO or in some cases, the Texas Rangers (not the baseball team) investigate officer involved shootings. Internal Affairs in those departments that have them investigate as well. Initial crime scene processing will almost always be done by the local agency while the other agency is putting feet on the ground.
Autopsy should be done by a skilled, experienced medical examiner who is not associated with that police department. An independent agency (ideally outside the state) should conduct the subsequent investigation, with ZERO tolerance for police misconduct.

The law actually is, although their are some law enforcement exceptions and restrictions.

I can only speak for Texas but I think that is the case. Remember that your local DA walks a grand jury through the evidence and tells them what is and what is not relevant.

Most departments do thorough background checks to avoid potentially embarrassing and costly hiring decisions. And yes social media is normally examined. I have yet to hear of a candidate failing due to social content.

Training is complex issue. My 1973 academy was 240 hours. The current Texas minimum I recall is 400 hours. When I cared about such things, Baltimore was the longest in the US requiring 940 hours and a 1 year field training experience.
the Chief (or whatever his/she is called) always sets the example. If the Chief leads with high ethical standards, the department will have high ethical standards. If not, then .. not. I think you can safely draw you own conclusions about the height of ethical standards in Ferguson, Missouri and Baton Rouge and Falcon Heights.
