At the National Institutes of Health, nearly three-quarters of the staff was furloughed. One result: director Francis Collins said about 200 patients who otherwise would be admitted to the NIH Clinical Center into clinical trials each week will be turned away. This includes about 30 children, most of them cancer patients, he said.
Maybe Ted would be willing to go explain his power play to those kids.

5Just for context, the NIH is known mostly for funding research grants to universities and industry, for all manner of medical research. Those projects that had start dates before October 1 will mostly be unaffected by the shutdown, at least in the short term.
What Collins is referring to here is the NIH’s intramural research programs, which are actually conducted at in- and out-patient medical facilities on the NIH campus in Bethesda, Maryland. Those facilities are subject to shutdown, so it’s those subjects who are being turned away.
Generally speaking, cancer patients enroll in clinical trials because their particular type or severity of disease doesn’t respond well to conventional treatment (also referred to as “standard of care”). These are very often very sick folks with a poor prognosis. It’s bad enough as it is, without this damnable stuff.
